Effective January 1, 2019


Volatile Organic Compound (VOC) regulatory changes are coming as of January 1, 2019 with regard to California’s South Coast Air Quality Management District (SCAQMD).  This regulation will impact some WERCSmart registrations.

The regulation, Rule 1113, lowers the container size thresholds for Paint registrations.  If you manufacture, distribute, or sell paint products within the State of California, you are impacted by this regulation.

To summarize, the changes to the container size thresholds are:

  • Recycled Coatings – The regulatory limit is being reduced from 250 g/L to 150 g/L
  • Flat Coatings – The small container exemption is being reduced from 1L to 8 ounces
  • Non-flat Coatings – The small container exemption is being reduced from 1L to 8 ounces

On December 21, 2018, WERCSmart will have the size limit changes initiated, which will affect:

  • New registrations
  • Existing registrations when
  • Forwarded
  • UPC updates; or
  • General product updates

You may also notice activity on your registrations with regard to re-sending the assessment data to ensure the Retailers will receive the revisions in their assessment information.

If your product registration is submitted and completed before December 21st, then you will be notified your product is impacted by January 7th via WERCSmart.  

The WERCSmart team will also provide a follow-up to this notification if you are an impacted user of the WERCSmart registration system.
